Mercy Corps Endline Evaluation of SAFER and PACE

Bodhi conducted a comprehensive final evaluation of the SAFER and PACE programmes in DRC for Mercy Corps. SAFE is implemented by a consortium of five international NGOs, bringing together Mercy Corps, Norwegian Refugee Council, ACTED, Solidarités International, and Concern Worldwide, and PACE was designed by Mercy Corps to complement SAFER's rapid response strategy. Both programmes respond to emerging needs driven by conflict and shocks and resulting population movements in North Kivu, South Kivu, Tanganyika, and Ituri, which host the majority of IDPs in DRC. This evaluation aimed to assess the overall performance, relevance, effectiveness, and impact of the programmes, focusing on the achievements and challenges faced during their implementation. The evaluation adopted a mixed-methods approach, combining qualitative and quantitative data collection methods, including focus group discussions, key informant interviews, and digital surveys. The study evaluated the programmes against the OECD-DAC criteria, ensuring a thorough analysis of the gender and conflict-sensitive aspects of the interventions. The findings provided actionable recommendations for enhancing the efficiency and sustainability of similar future programmes.
