Bodhi implemented a robust, mixed-methods final evaluation of Mercy Corps' 'Supporting Effective Advocacy in Liberia (SEAL)' Programme. SEAL is a four-year programme (January 2019 to April 2023) aimed at enabling Liberian Civil Society Organisations to contribute to inclusive wealth creation for a more equal and transparent society. The purpose of Bodhi's final evaluation was to assess the extent to which the programme objectives and outcomes were met in relation to the strategies developed, resources used, and activities carried out during implementation. The evaluation aligned with the Organisation for Economic Co-operation and Development's (OECD) Development Assistance Committee (DAC) criteria and the programme’s logical framework, focusing on strengthening and supporting civil societies in advocacy, policy dialogue, networking, coordination, and their internal control systems.
