DRC/ADSP Consultancy Services for Solutions Analysis of IDPs in Kachin State Pursuing Transitional Solutions Initiatives

Danish Refugee Council (DRC)

Bodhi conducted a solutions analysis of internally displaced persons (IDPs) in Kachin State, Myanmar for the Asia Displacement Solutions Group. The study examined how IDPs, alongside local and international actors, are pursuing transitional solutions, initiatives that support return, resettlement, or local integration, as foundational steps toward durable solutions amidst ongoing conflict and instability. It identified prioritised protection risks and programming gaps and provided strategic, actionable, and practical recommendations for members of the Kachin State Durable Solutions Working Group (DSWG) to operationalise IDP transitional solutions initiatives, particularly feeding into the Kachin DSWG Joint Action Plan. The analysis used a tailored framework adapted from the Regional Durable Solutions Secretariat (ReDSS), focusing on three core dimensions: physical, material, and legal safety. Data was collected through 31 key informant interviews (KIIs) with non-governmental organisations (NGOs) and community members in Southern and Northern Kachin and supplemented by secondary data from the Durable Solutions Working Group (DSWG) Solutions Information System. The study supported understanding of and engagement with ‘transitional solutions’ as a concept and identified national and regional actors’ promising practices in Kachin State that can be integrated into policy and programmatic responses for other IDP populations, both in Myanmar and globally.
