Safer Cities for Girls Meta Evaluation

Bodhi conducted a robust meta-evaluation of Plan International's Safer Cities for Girls programme, which aims to transform how adolescent girls experience public spaces by building safe, accountable, and inclusive cities with and for them. The purpose of the meta-evaluation was to aggregate learnings from previous evaluations and research, assess the quality and relevance of existing evidence, and provide input for program redevelopment. Bodhi applied OECD-DAC evaluation criteria (Relevance, Coherence, Effectiveness, Efficiency, Impact, and Sustainability) to assess the integration of gender-inclusive approaches in programme evaluations and suggested strategies to address identified gaps and guide programme model redevelopment. The meta-evaluation contributed to identifying gaps and guiding future strategies for the programme. Methodologically, it comprised a comprehensive document review, synthesis, coding, and systematic analysis of baseline studies, evaluation reports, situation assessments, and research reports, supplemented by key informant interviews with programme staff.
