Bodhi conducted a final evaluation of the LEEP programme, a three-year intervention implemented in both rural and urban areas of Grand Bassa, Margibi and Montserrado counties by Mercy Corps in partnership with the Agence Française de Développement and the Liberian Ministry of Youth and Sports. The programme aimed to enable 11,000 Liberian youth to find meaningful, market-driven employment or self-employment. Bodhi assessed it against relevant OECD-DAC criteria, specifically effectiveness, impact, and sustainability, and evaluated the programme against its logical framework, with a particular focus on its success in empowering youth to find meaningful employment or self-employment. The evaluation examined how effectively LEEP achieved its objectives in enhancing youth employability and entrepreneurship and provided insights into the programme's long-term impact on youth economic empowerment and the sustainability of its outcomes. This evaluation aimed to offer valuable recommendations for improving future youth employment initiatives and informing policy decisions in this area. It employed a mixed-methods approach, utilising desk reviews (including analysis of secondary endline survey data) and qualitative primary data collection in the form of key informant interviews and focus group discussions, which were supplemented by an endline survey with over 1300 youth from the three counties.
