External Evaluation of HD’s Work in the Philippines

Bodhi is evaluating the DE-CONFLICT project by the Centre for Humanitarian Dialogue (HD) and funded by the European Union (EU). The project supports the 2014 Comprehensive Agreement on the Bangsamoro (CAB) to transform former Moro Islamic Liberation Front (MILF) camps into peaceful communities in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The evaluation aims to assess the project's performance, extract best practices, and provide recommendations for improving strategic approaches and programming. The evaluation focuses on two main outcomes: strengthened social cohesion and community resilience against violent conflict, and the development of inclusive community participation mechanisms for the Camps Transformation Plan. Bodhi employs qualitative methods, including project documentation review and key informant interviews (KIIs), using a gender-sensitive approach. The evaluation uses the OECD-DAC criteria of relevance, coherence, effectiveness, efficiency, impact, and sustainability, guided by the project's Theory of Change (ToC). Key questions address the alignment of project objectives with local needs, adaptation to contextual changes, achievement of results, generation of higher-level effects, sustainability of outcomes, and cost-efficiency of project delivery. This assessment will provide actionable recommendations to enhance the DE-CONFLICT project's effectiveness and strategic impact, supporting a peaceful and productive future for the Bangsamoro region.
